The Importer Security Filing (ISF) regulation of the United States officially came into effect in 2009 and applies to all ocean freight shipments entering the U.S. (excluding bulk cargo).

Under this regulation, the U.S. importer is responsible for submitting advance cargo information to the U.S. Customs and Border Protection (CBP) in the form of an electronic filing called ISF – Importer Security Filing.

Also known as the “10+2” rule, the ISF regulation was introduced to minimize risks associated with imported goods and strengthen supply chain security.

Under ISF requirements:

 – CBP must receive 10 data elements from the importer and 2 data elements from the carrier
 – The ISF must be filed at least 24 hours before cargo is loaded onto a vessel bound for the U.S.
 – The complete ISF filing must be submitted 48 hours before the vessel departs the port of origin
